This is a Brazil release of the Color Dreams game Baby Boomer. This version of the game was published by Gradiente, a large game pirate outfit of South America (though Gradiente now releases Nintendo games for Nintendo themselves).

Baby Boomer was the first CD title
made, and something around 200,000 PROMs were burned for it. Only
a small fraction of that number ever sold in the US. PROMs, once
burned, can't be reused, though there was a fair amount of talk
about whether you could use x-rays, or anything else, to erase
them. In the end they were sold off to someone in South America.
It seems likely that they went to Gradiente in Brazil, though I
don't recall the name ever being used. I don't know about Captain
Comic, but I expect the same is true. After that, PROMs were
burned as product shipped."
